Dr. J.P.Singh is a senior member of the Indian Forest Service belonging to 1983 batch of Orissa Cadre. Presently he is posted as Chairman Odisha Biodiversity Board in the rank of the Principal Chief Conservator of Forests since 28th April 2017 . Academically he possess Ph.D, Degree in Forestry from University of Wales ( United Kingdom ) in 1995 under Commonwealth Scholarship granted by United Kingdom and Post Graduate in Agricultural Sciences from reputed University in India.
During 34 years of his service career , Dr. Singh has served on various responsible and coveted positions both in India and abroad. Some of these include Divisional Forest Officer in Sundargarh and Sambalpur Districts, Associate Professor Indira Gandhi National Forest Academy, Dehradun, Orissa, Deputy Director, SIDA aided Social Forestry Project, General Manager, Orissa Forest Development Corporation, Conservator of Forests, Sambalpur Kendu leaf Circle, Additional Project Director, JICA aided Orissa Forestry Sector Development Project, Regional Chief Conservator of Forests, Berhampur and Sambalpur Forest circles, Project Director , World Food Programme and State Mission Director Orissa Bamboo Development Agency, Additional Principal Chief Conservator of Forests ( Protection and Sustainable Development) Orissa. During central deputation to Govt of India at Indira Gandhi National Forest Academy ( IGNFA) , Dehradun, Dr Singh has taught a variety of forestry subjects to IFS probationers.
During service career Dr. Singh has also worked as a counterpart consultant with SIDA (Sweden), JBIC ( Japan) and FAO in a number of studies including JFM, Forestry Sector Development, Bio-diversity ,Olive Ridley Sea Turtle and NTFP and Medicinal Plants. He was associated in drafting of a number of forestry and related projects to be funded by external agencies. He has undertaken more than 20 specialised training on JFM, MIS, GIS , HRD , Biodiversity and Environmental conservation from India and abroad. He is also associated with Agricultural and Forestry colleges (OUAT) in delivering honorary lectures and taking classes of post graduate and Graduate students .
As a successful Professional Indian Forest Service Officer , Dr. Singh is associated with nearly two dozens of societies, Associations, Trusts and clubs both in India and abroad. He has visited and studied forestry management in countries like UK, USA, Canada, Itly, Germany, Phillippines, Indonesia and France and having more than two dozens of papers published in the national and international journals. Recently UNEP of United nation has appreciated his performance on successful plantation in 2010 when he was posted as Regional CCF in Berhampur Forest Circle.
Currently Dr Singh is keenly involved in Protection and sustainable Development of Forests and conservation of Biodiversity , its sustainable use and equitable sharing of benefits from Biological resources in Orissa as Chairman Orissa Biodiversity Board . His contribution in conservation of Olive Ridley sea turtle , protection of Black buck in Berhampur areas as well as in mobilizing the local communities in protection of forests ( under JFM , FDA , OFSDP) are well recognized and appreciated.
Dr. Singh is a responsible, reliable and disciplined officer having a clean and transparent career and personal image.
